Judge: Park Service "capricious" to OK Stillwater Lift Bridge successor

The Stillwater Lift Bridge will likely stay in service a while longer after a court ruled today that the National Park Service was "capricious" when it changed its mind to say a nearby replacement wouldn't harm the scenic St. Croix River.
